The Calhoun County Board of Commissioners is considering applying to the Florida Department of Economic Opportunity for Hurricane Michael Community Development Block Grant- Disaster Recovery funds under the Rebuild Florida Hometown Revitalization Program (HRP).

HRP awards are for the revitalization of a designated commercial district that has been damaged by Hurricane Michael. Projects may focus on the physical revitalization of a commercial district through rehabilitation, reconstruction, or demolition. Eligible uses of funds include, but are not limited to:

  • Public facility improvements, including streetscapes, lighting, sidewalks, and other physical improvements to commercial areas;
  • Acquisition, demolition, site preparation, or rehabilitation of commercial structures carried out by a unit of local government;
  • Assistance to small businesses for rehabilitation and physical improvements to their places of business; and
  • Façade improvements to private or public structures in commercial areas.

All activities must meet one of the national objectives set out in the Housing and Community Development Act, with at least 70 percent of the dollars going towards projects benefiting Low and Moderate Income (LMI) persons. In the Rebuild Florida Hometown Revitalization Program, the three National Objectives that will be addressed are:

  1. Benefit LMI persons;
  2. Slum and Blight; or
  3. Meet an urgent need.

Eligible local governments and municipalities located in the areas that experienced Hurricane Michael storm damage are eligible to apply for funding. Program guidelines for the Program are available on the Florida Department of Economic Opportunity’s (DEO) website along with the Request for Applications.

Applications are due to the Florida Department of Economic Opportunity on or before 5 p.m. EST on April 16, 2021.

The intent of Calhoun County’s application is to rebuild damaged commercial space to allow for resumption of activities that provide economic benefit, including employment opportunities to local citizens.
